United Nations Compensation Commission (UNCC), Geneva had approved payment of compensation to the eligible claimants, who were victims of the Gulf War 1990-91. The applicants whose claim were found successful by the UNCC were individually intimated by the Special Kuwait Cell, Ministry of External Affairs (MEA/SKC), New Delhi as well as by us by communications sent from time to time. However, a number of successful claimants did not contact MEA/SKC/us for completing the stipulated formalities for disbursement of the approved claim amounts to them. Consequently, the amount/s had been returned to UNCC. This publication is being issued for once again intimating such untraced claimants about the approval of their claims by UNCC so as to enable them to complete the prescribed formalities.
Accordingly, the following persons may write to Shri.A.K. Pandya, Director, Special Kuwait Cell, Ministry of External Affairs, 2nd Floor, ISIL Building, No9, Bhagwan Das Road (Opp. To Supreme Court), New Delhi-110001 mentioning the name of their bank/branch, their present address and enclosing a copy of the first 4 pages of their old and new passports/SKC card and Civil ID cards. In case any person from the following list has demised, the legal heirs of such deceased person may take the desired steps and further action will be advise after verification of documents tendered by them. The envelope should bear the notation "UNTRACED CLAIMANTS". On proper identification, the detailed formalities will be communicated to them through our bank and only on completion thereof, the disbursement of their approved claims will be processed by the bank.
It is to clarify that mere appearance of the name of the claimant will not entitle them for the claim amount, which will be payable only on receipt of funds from UNCC. There is no liability on the bank or the Government of India for payment of the claim amount, as the banks through the Government of India are only disbursing agencies. Full care has been taken in mentioning the correct names and passport numbers of the successful claimants. Yet the bank is not liable for any error that might have inadvertently crept in.
It is to further clarify that there is no fresh award or sanction and there is no call for fresh claims. The list is only of untraced amongst the earlier successful claimants
